A message dated July 24, 2004, was received July 29 stating the                                     
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
      CS FOR HOUSE BILL NO. 496(STA)                                                                
      "An Act creating the youth vote ambassador program and relating                               
      to that program; authorizing the members of the program to be                                 
      appointed to serve on election boards; relating to qualifications for                         
      appointment to election boards; and providing for an effective
